Scepter Inc. (“Scepter” or the “Company”) is a commercial enterprise founded in late 2015, providing next generation Earth observation capabilities in atmospherics monitoring.

The Company’s objective is to observe, analyze, and report key atmospherics as well as a range of 20 other air pollution components of commercial, community and government interest. Scepter's patented approach to atmospheric monitoring and data fusion integrates existing terrestrial sensor networks, aerial sensors, and drone-based sensors with Scepter’s space-based sensors to provide a unique 3D view of the atmosphere which the Company calls “Integrating and Visualizing the Vertical Air Column”.

Scepter delivers an apolitical and commercial perspective unlike other Earth-observing programs on the market today. The Company, together with its global ecosystem, offers the opportunity to deliver accurate and actionable air pollution data to several multi-billion dollar market verticals while also helping to improve life on Earth.

Philip Father Founder - CEO

Philip is a senior executive who combines his significant leadership capabilities with engineering expertise in high-tech, satellite, renewable energy and complex infrastructure development. Among his recent entrepreneurial endeavors, Philip founded multiple renewable energy companies, in partnership with Fortune 500 company SAIC, specializing in deployment of mass market, modular thermo-chemical conversion equipment across the Americas and Asia. Prior to these activities, Philip co-founded and led as President and CEO, a satellite communications company called ProtoStar Ltd. that provided direct-to-home bandwidth to small-dish television operators across Asia via two geostationary satellites which the company financed, built and launched. Philip continues to serve in Director positions to the renewable energy enterprises he founded. In addition to his entrepreneurial and leadership capabilities, Philip was a consultant to Hughes Aircraft on the development of several domestic and international satellite ventures including the roll-out of DirecTV, business plan development for Galaxy Latin America, internet backbone services, air traffic navigation and broadband services via stratospheric platforms. Regarding his engineering expertise, early on in his career Philip was employed as a satellite structures and composite materials engineer by Hughes Space and Communications and as a non-linear material behavior specialist by the Naval Research Laboratory. Philip earned his MBA from Stanford University and his BS and MS degrees in Mechanical Engineering from Rensselaer Polytechnic University.

Gary Start Satellite, Ground Systems and Sensor Design, Development and Implementation

Gary is a engineering leader with 33 years of experience in satellite systems technology from study, proposal, design, development, integration and test, through to launch, in-orbit test and operations. He has held key managerial and technical positions with satellite operations companies including British Aerospace, Loral, MDA SSL and ProtoStar. Gary’s responsibilities have spanned satellite design & procurement; satellite & payload operations; and engineering of satellite & payload operations centers and earth stations. He has also designed and implemented ground turn-key systems and spacecraft TT&C RF and data handling subsystem design, procurement, implementation, testing and operations in collaboration with major vendors and partners across North America, Europe and Japan. Gary earned his Masters in Engineering Physics from the Stevens Institute of Technology, graduate diplomas in digital switching and computer architectures from the Open University and a BS in electrical and electronic engineering from the Hatfield Polytechnic.

Peter Rosti Technology - Software Development

Peter Rosti is active in software engineering, software architecture, and scientific data engineering, especially in environmentally-related fields of ocean-related and atmospheric sciences. As a software architect/software engineer, he spans the range from software systems design and architecture to hands-on programming, especially Web-related front-end programming, and mobile app development. He is also active in designing ocean-related technologies which can serve as solutions to environmentally significant problems. Mr. Rosti most recently served as a Software Engineer at Cal Tech's Infrared Processing and Data Center, building there a data extraction and visualization system for tracking astronomical telescope usage and other data. He has served as a Software Architect at Raytheon (Web Solutions Division, Pasadena, CA), leading a team tasked with re-designing and re-implementing the user interface for the federally funded Ocean Observatories Initiative. He was responsible for data engineering and Web-related software development. With a science, engineering and math background, he has over 19 years experience leading and participating in a wide range of such software development efforts, especially focused on scientific data engineering and data presentation. He earned his B.A. at University of California, San Diego, and M.S. at University of Hawaii (1991; Ocean Engineering, with thesis in fluid dynamics).

Sophie Grinevald Finance - Financial Planning

Sophie is a finance and business executive with over 15 years of experience in project finance and international business development for infrastructure financing. Most recently, Sophie was Senior Vice President of finance of Infrastructure Energy, a developer of complex power grid modernization projects for public and investor-owned energy utilities in North America. In this capacity, Sophie was responsible for the formation of a $250M project financing platform between an independent private equity investment firm and Infrastructure Energy. Sophie was also Senior Vice President of Finance of Pod Generating Group, a developer of renewable energy infrastructure, which completed development of a C$300M 60MW solar photovoltaic project in Ontario, Canada in 2013. From 2001 to 2009, Sophie was co-founder and Vice President of Business Development of ProtoStar Limited, a venture-backed satellite operator focused on direct-to-home satellite television services in Asia, where she played a key role in raising over $140 million of equity and $350 million of debt. Prior to joining ProtoStar, Sophie worked for the Fremont Group, a San Francisco based private investment and financial management company, advising the Bechtel Company and family. In this capacity, she was responsible for analyzing various technology and real estate investment opportunities. Sophie earned her BS and MS degrees in Finance from the University of La Sorbonne, Paris and her MBA from San Francisco State University.

Kathleen Nielsen Governance, Risk, Compliance and Organizational Development

Kathleen is a senior governance, risk, compliance (GRC) and human resources (HR) professional with over 20 years of leadership experience in multi-national corporations, for purpose companies and not-for-profit organizations. She has worked at all stages of the organizational life cycle including start up, mergers and acquisitions, restructuring, and equity and debt financings. Kathleen develops and implements infrastructure, organizational structure and compliance programs for shareholder relations and reporting, corporate governance, tax compliance, organizational development and regulatory requirements. Having worked as a Chief Compliance Officer in such multi-national corporations as Genstar and ProtoStar, Kathleen has extensive experience with the FCPA (Foreign Corrupt Practices Act), the ITAR (International Traffic in Arms Regulations) as well as experience in jurisdictions across Europe and Asia. She is also a trained mediator and facilitator enabling her to effectively lead across cultures, organizational levels and functions in the most complex environments. Kathleen earned her MPA from the University of San Francisco and a BA in legal studies from the University of California at Berkeley. She is a senior professional of HR certified by both the Society for Human Resource Management and the HRCI. Kathleen also serves as the 2018 President of the Financial Women of San Francisco.

Dan Smith Business Development

Daniel Smith supports Business Development for Scepter. He brings to Scepter over 25 years of management experience in addition to over 20 years of engineering experience. In his role with Scepter, he supports both commercial and government opportunities. Dan is new to the team but has a legacy of working with Scepter while at MDA Information systems. Prior to joining the Scepter team, Dan spent over 4 years with MDA Information Systems and over 17 years with DigitalGlobe. Starting out in the Geospatial Operations division as an analyst and subsequently creating the Geospatial Operations Engineering team, spending 10 plus years as the Senior Manager of the organization supporting day-to-day operational and system needs. Dan concluded his career with DigitalGlobe as a Principal Engineer focusing on the Ground System. Prior to leaving DigitalGlobe, Dan lead the ground system integration team for the DigitalGlobe acquisition of its largest competitor, GeoEYE. With an expected target of $30 million in synergies, he led the team to the completion of the integration ahead of schedule and exceeded the expected synergy target by almost $5 million dollars. Daniel has a bachelor’s of science degree from Colorado State University with a minor in Geospatial Information Systems.

Jon D. Jacobs Esq. Government and non Government Organization Relations

Jon spent nearly 27 years in the U.S. Environmental Protection Agency’s (EPA) Office of Enforcement and Compliance Assurance and the Office of Administrative Law Judges. As an EPA litigator, Jon earned an international reputation specializing in pesticide, toxic substances, and emergency planning issues. His knowledge of the U.S. EPA, DOJ, and other federal and state agencies provides Scepter with in depth understanding and insights into U.S. regulatory planning and federal government operations. In addition, Jon’s well established relationships with many key players working in pollution and climate change make him uniquely qualified to facilitate the development of innovative strategies, options, and solutions. Jon earned his JD from the Benjamin N. Cardozo School of Law, a Masters in Taxation from George Washington University’s National Law Center and a BS from Trinity College. Prior to starting his career in government service, Jon’s private practice experience included specializing in international taxation at the former Coopers and Lybrand accounting firm (now known as PwC) and BNA, Inc. (now known as Bloomberg BNA).

Mark Hill Senior Advisor

Mark D. Hill is a seasoned professional with a successful 25-year track record of deep experience in banking, asset management and corporate financial and strategic advisory to key leaders and corporate officers in various technology sectors, including satellite and clean energy initiatives. Mark has spent over a dozen years with tier one firms including First Boston in New York and Donaldson, Lufkin & Jenrette in San Francisco. He served eight years on Governor Pete Wilson’s (CA) California Economic Advisory Council. Mark is a graduate of the University of California at Berkeley and a Coro Fellow in San Francisco, which is a postgraduate program developing effective leadership in the public and private sectors. He is a US Army veteran having served 3 years overseas with the 8th Infantry Division in Bad Kreuznach, West Germany and serving on the American Ski Patrol in Berchtesgaden. Mark is the father of three and lives in Napa, California.
